  18. <p>    To high-rolling currency speculators like London-based
  19. billionaire George Soros, there is no sweeter music than the
  20. roar of an international exchange-rate crisis. In his latest
  21. orchestration, Soros reaped profits to the tune of $1 billion
  22. by staking seven-digit sums of leveraged cash on a future drop
  23. in the value of the lira and pound sterling. Amid Europe's
  24. ongoing currency flux, Soros could have easily come out a big
  25. loser. But when the pound tumbled, his risky triumph delighted
  26. investors in the Soros-run Quantum Fund and peeved officials in
  27. Western Europe's vulnerable central banks, who were forced to
  28. cough up billions to prop up slipping currencies. Perhaps the
  29. banks' anger was just; speculators can push a currency up or
  30. down as much as 15% an hour.
